Vice President, Treasury Technology Services (256133)



The Vice President of Treasury Technology Services (TTS) will support this work through strong strategic leadership


that ensures the effective and efficient delivery of high quality technology services. Ideal candidates will have a proven


track record of assembling and refining robust technology teams focused on delivering application development,


DevOps, automated testing and support services in a timely, high quality and cost effective manner. The Vice President


of TTS requires management and oversight of all aspects of application delivery including requirements gathering


and documentation, application development, program management, architecture standards, testing, interface with


infrastructure, application security, metrics reporting, engagement with business line representatives and executive


reporting.


Responsibilities


- Provide strong leadership to a large application development organization (150+) of IT professionals including


developers, architects, analysts, database administrators, project managers, testers, etc.


- Recruit, hire and develop talent in the organization as well as manage the evolution of the organizational structure to


support the growing and evolving business needs. Coach and mentor top talent to support talent management and


succession needs.


- Continue to evolve and enhance the capabilities of the TTS department for all Develop application enhancement and


build strategies, including implementing dev ops, automated testing capabilities, Agile development, application security in


support of Treasury business needs.


- Develop and maintain strong and effective working relationships with Treasury Officials and staff, FRB St. Louis Treasury


business line representatives, and key District and System stakeholders.


- Successfully execute on large systems development projects to ensure business and customer commitments are


achieved in accordance with the defined schedule and budget, and in alignment with defined quality standards.


- Ensure effective performance and quality metrics exist to manage and monitor the progress of all application support and


delivery projects. Report on project status at an executive level.


- Ensure organizational effectiveness and efficiency through strong adherence to application development methodologies


and program management processes.


- Develop cost/benefit analyses for technology spending and initiatives while monitoring an annual budget and controlling


expenses effectively.


- Contribute thought leadership to local, Treasury IT initiatives.


- Create and support a work environment that encourages and leverages innovation at all levels.


Qualifications - External


Qualifications


- Bachelor's Degree in Information Technology, Business or related field required.


- 15+ years of progressively responsible experience including experience managing large IT organizations.


- Demonstrated strategic and tactical leadership as an IT executive with progressive responsibilities managing large IT


divisions with a focus on application development and project management.


- Excellent project and program management skills with familiarity with PMBOK project management methodologies.


- Strong people leadership and talent management skills including attracting and hiring talent, engagement with staff, and


a focus on individual and team development.


- A demonstrated commitment to diversity and inclusion.


- A demonstrated track record of innovation and driving business and technology strategy and results in a fast paced


environment.


- Strong ability to manage multiple highly visible initiatives concurrently.


- Excellent written and verbal presentation skills with the ability to present ideas in a business and user-friendly language.


- Excellent relationship management skills with all levels of the organization and proven collaborator with varied


stakeholders.


- An accessible, customer-focused leadership style that balances responsiveness with proactive planning in a high


performing organization.


- Ability to influence and possess strong negotiation skills as well as facilitate discussions around complex issues with a


varied audience.


- Familiarity with automated testing and secure coding practices and Agile development methodologies


- A demonstrated capability and practice to maintain currency in the IT field


- Possession of or the ability to obtain U.S. Secret Security Clearance which requires U.S. Citizenship.
